The founding charter for the Udungul

In the year of 2951 Sauron declared himself openly and started gathering his power in Mordor. The work to rebuild Barad-dur began. Messengers were sent to all the distanced kingdoms, such as Harad, Khand and Rhun. Orcs, trolls, Men of Harad and of the East, who were already known as foes of the Free Peoples, rapidly gathered in Mordor to create and overwhelming force under the command of Sauron.

It took no more than twenty years to rebuild the Dark Tower upon its old foundations in the Gorgoroth. Great camps were raised in its courtyard, and countless soldiers were railed in. The Eye wanted the One Ring. The War of the Ring began, and Sauron's immediate goal was to gain control of Gondor and claim the tower of Minas Tirith. Seeing as the siege was struggling, thought, Sauron assigned one of his easterling generals the task to prepare a specially trained army unit that would scout the areas surrounding Mordor and aid the forces on the Pelennor fields to finally break the backbone of the resistance. Officers and soldiers were massed in the courtyard of Barad-dur. They were called the Udungul - Sauron's elite unit of shadows trained for the sole purpose of collapsing the final resistance in Arda.
