From "help speech":

Usage: speech <modifier>

speech off

The speech command allows you to customize the way in which you say things to those around you.

Example:  speech slowly

Results in:
     You say slowly in Westron: hello
     Person says slowly in Westron: hello

To return your speech to normal, use: speech off
