From "help repair":

Syntax: repair <item>

This command is used to repair a damaged piece of weaponry or armour and increase its effectiveness. Nothing can be repaired back to 100% of its former condition, and each item can only be repaired once in its lifetime. This ability is primarily used by warriors and riders.
