Like in real life, there are many situations in T2T in which it is impossible to see due to either too little or too much light--the latter of course being very much rarer. Each race has a range of light tolerance. Dwarves can see in lower light than Dunlendings, for example.

Light can be produced naturally, by daylight or flame, or magically. Artificial darkness can only be created magically. There are certain items to accomplish this, as well as spells. Making the enemy unable to see is a common tactic in playerkilling.

The abilities "attune" and "eaglesight" allow one to see normally, even when light conditions wouldn't otherwise permit it.

The command "light" will ignite a burnable object. "Extinguish" has the opposite effect.
