From "help idea":

Command type: idea [optional item]

This will put you into text entry mode to enter an idea report. Your name, location and the time will be automatically included in the file with your report, for the attention of the appropriate Ainur. Please do not hesitate to use this command often. Feedback is important.

After you have reported something and it has been fixed, be sure to pray at the temple to claim your reward from the Ainur!
