From "help guilds":

The Guilds and Clans have been placed in Arda to give players a tool they can use to roleplay with. Each Guild or Clan has a different plan and purpose. In order to discover what each Guild's is, you should talk to a member from each of them, or consult the clan room in Bree, where you may use the 'info' command to view the details of any guild which has chosen to make them public. To view clan details, use the 'view' command of the clan room.
