There are four auctioneers in Arda. Laryn, who deals with the younger adventurer is in Bree. Alexa, who deals with the richer and more experienced explorer is near Minas Tirith. For the more evil players, Eamon, situated in Kadar (Near Harad) deals with experienced serving free races and Evil Races. For the younger Evil Races, Alazif in Tul-Tarzhayan will cater to your needs.
